Is the Hadith which states doing siwak before salah is 70 times better than salah done without doing siwak authentic?

Yes, it is.
- Sayyiduna Jabir (radiyallahu’anhu) reports that Rasulullah (sallallahu’alayhi wasallam) said:
‘Two rak’ats offered after using the miswak is better than 70 rak’ats without it.’
(Abu Nu’aym in Kitabus siwak; see Targhib, vol.1 pg.168)
‘Allamah Mundhiri (rahimahullah) has declared the chain as sound (hasan).
- Sayyiduna ‘Abdullah ibn ‘Abbas (radiyallahu’anhuma) reports that Rasulullah (sallallahu’alayhi wasallam) said:
‘To offer 2 rak’ats after using the miswak is more beloved to me than offering 70 rak’ats without using the miswak.’
(Abu Nu’aym in Kitabus siwak; see Targhib, vol.1 pg.168)
‘Allamah Mundhiri (rahimahullah) has declared the chain as good (jayyid).
- Sayyidatuna ‘Aishah (radiyallahu’anha) reports that Rasulullah (sallallahu’alayhi wasallam) said:
‘The reward for offering 2 rak’ats of salah after using the miswak is 70 times more than doing so without using the miswak.’

‘Allamah Haythami (rahimahullah) says the narrators of Bazzar are deemed reliable (muwath-thaqun). Also see Targhib, vol.1 pg.167.
